Duties

Help
  • Conducts the Task Force (TF) Command Operations Security (OPSEC) Program with a systematic approach to safeguard operations and activities from compromise.
  • Integrates security practices and principles of physical, information, personnel, industrial, transportation and information systems security programs to identify and neutralize potential sources of classified and unclassified information.
  • Responsible for the overall safeguarding of security information.
  • Provides staff assistance in the application of contemporary security program philosophy, techniques, and regulatory requirements to resolve complex security policy and procedural problems.
  • Coordinates intelligence estimates and appraisals, assesses credibility, reliability, pertinency, and usefulness with a view toward identifying significant facts and deriving conclusions for command consideration.
  • Implements TF Security Education Program which consists of initial orientation briefing, refresher training as a result of inspections or special situations, and training of reserves and subordinate personnel in operations security.
  • Conducts antiterrorism and terrorism counteraction training and briefings, and security lectures on Subversion and Espionage Directed Against the U.S. Army, Operations Security and other security topics.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty Travel is up to 25% for the performance of duties and training.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for sensitive compartmented information.
  • Must obtain a government passport.
  • Must have a valid drivers' license.
  • Selection for assignment to this position requires passing appropriate physical examination for overseas duty.
  • Must be willing to become Excepted Service employee.
  • This position is "Emergency Essential" and will be subject to on-call and irregular work hours. Position is considered essential to support DA's mobilization and wartime mission during periods of increasing tension or mobilization.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. See Additional Information section below.
  • This position may be required to comply with Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Must be willing to undergo and successfully complete a Counter Intelligence scope Polygraph with No Deception Indicated (NDI).
  • Employee is subject to short notice recall and must reside within 50 miles of duty location.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience implementing security regulations of at least two of the following disciplines: Sensitive Compartmented Information (SCI), physical, personnel, industrial, operational or information security into an agency's security program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. This position will NOT be converted to permanent.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Direct Deposit of Pay is required.

  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership.
  • This position is "Emergency Essential" and will be subject to on-call and irregular work hours. Position is considered essential to support DA's mobilization and wartime mission during periods of increasing tension or mobilization. Position is considered emergency essential because (1) no qualified and immediate replacement exists and (2) leaving position vacant would (a) impair the effective operations of essential military support systems, or (b) adversely impact the combat mission of deployed forces.
